Out of the four, education, tax reform and war on terror are the stronger. Election reform is a difficult issue to pitch right at the end the end of an election. In other words, "Get out and vote so that you can make sure your votes are counted fairly" is a tough one. Educational grants is strong for your age group. You just need to find a dramatic hook for more grants, less loans. It doesn't lend itself to dramatic imagery as easily as something like war on terror. Tax reform is a good topic. Are you criticizing the current stimulus check strategy with your "how fast" statement? Think about how to appeal to your audience with this one. What tax reforms issues specifically appeal to 18-24 year olds? The stimulus angle could work if you use it to criticize older people spending all the money carelessly. War on terror: it sounds like you are critizing the army's recruitment strategies here. This is an interesting topic but not, perhaps, great incentive for young people to vote. The continuation of the war or a possible draft if our warmongering continues would be a more relevant topic for an election. Overall keep exploring and refining each topic before you start sketching.
