i took away the asterisks. I dont know why the background is all stripey. it's still just plain orange.

I'm still not sure what your poster is saying. The secondary text is not clear and direct enough. When you say "arm of the law" who are you specifically referring to? Help me understand your message more and I can help you more with the text.

What I am trying to talk about is that far away idea of the government, and how I just associate that with stamps and insignias and useless mechanical things like that rather than any sort of human entity.

This enough specific enough of an issue to drive people to vote. I'm unclear how voting could change the abstract idea of government as impersonal. More specific issues that have to do with the stamp imagery would be something about presidential veto power in government, or something about congress rubber stamping something (Iraq war spending, etc). Or maybe the stamp is stamping "denied" and your poster is about student loans being denied right now. You need to come up with some kind of issue (that works with your imagery) that people can affect by voting.

This is somehow less clear than before. The idea of government rubber stamping things or vetoing things that hurt your age group is compelling.

The stamp could also symbolize your voice, that you will stamp out whatever issue you feel is important...

Stamp out the war in Iraq, vote! Stamp out overspending that will destabilize our economy, etc.

Great imagery, great colors. Layout is pretty clear, one more stab at making your language clear.
